I found the wet shirt thing doesn't work so well here in humid Florida. I've had better luck skipping the shirt, putting the fermenter in a big ice chest and just swapping frozen 2L bottles once in a while.

Fridge with a controller is a better idea. Chest freezer with a controller is the best idea IMHO if your back can handle the lifting. Fridge will cost $10-$20 per month in electricity. Freezer is more like $2.

I am also renting and dont have room for a dedicated fermentation fridge/freezer. I have a "Cube" cooler, it's about 1.5 feet cubed (tall, wide, deep) I have one of those themo strip deals towards the top of my carboy. I put it in the cooler and fill with water about half way or a little more then add frozen water bottles and moniter the temp strip.

You could always do what Bub recommends... Freeze water in a bunt cake mold. Then set the frozen ring over the carboy setting in a tub of water. Very getto but I bet it would work.
