pitching the yeast starter ????

Hello I have a ? about yeast starter both for Ale's an Lager's. My ? is it better to pitch the yeast starter when it's highly active or can you ferment the yeast starter all the way out an let the yeast flocculation all the way out an decant the spent wort off the yeast an pitch just the yeast ??????????
